The Targets tab of the allocation chart draws each target as one sector of a donut. The solid part is what you hold, the tick is your target, and the thin arc on the outer edge is the range that counts as on target. Point at a sector to see the amount to buy or sell.

The ring shows your targets and nothing else, so it does not add up to your whole wallet. Targets are allowed to overlap.
